Powell, who began her duties Feb. 4, is responsible for the design, management and administration of all human resources programs, policies and procedures for the college. Her work includes employee relations, compensation and benefits, recruitment and selection, training and development, payroll and student employment. She is also responsible for developing the human resources programs and strategies that support Linfield's mission, values and objectives. Powell replaces Beryl Hovey, who served at Linfield since 1999 and retired in December.
Powell is a leader in the Oregon human resource field, according to Glenn Ford, vice president for business and finance at Linfield.

Powell brings over 14 years of human resources leadership experience in areas including employee relations, recruitment, compensation, benefits, training and employment law. She holds a B.S. in sociology with a minor in labor economics from Oregon State University. In addition, she earned the senior professional in human resources certification from the HR Certification Institute, graduated with a certificate in human resources management from Portland State University and is certified by the Association for Psychological Type to administer the Myers-Briggs Type Inventory Evaluation.
Powell has developed two publications in the area of diversity, "Multicultural Affairs' Resource Guide for OSU Students of Color" for Oregon State University Publications and "Asian Americans in Oregon: A Portrait of Diversity and Challenge" for OSU Agricultural Communications in cooperation with the Oregon Department of Education.
