LINFIELD COLLEGE TRAFFIC AND PARKING REGULATIONS

Definitions:

The Linfield Parking District is bounded on the north by Cowls/Wilson Streets, on the west by Highway 99W, on the east by Davis Street, and on the south by Booth Bend Road. The area also includes the area surrounding the Legacy Apartments and all campus-controlled parking lots.

For the purpose of these regulations, the word “parked” means any vehicle which is stopped and/or waiting regardless of the period of time the vehicle is stopped or whether a driver is present, except for vehicles immobilized by traffic control officers, congestion, or accident.

Furthermore, the words “motor vehicle” or “vehicle” means any type of motor powered conveyance including, but not limited to, automobiles, trucks, motorcycles, and motor scooters.

Permits:

Linfield College requires any motor vehicle that will be used as transportation on campus, or to and from campus, be registered with the Campus Safety Department, regardless of whether or not the vehicle will park on campus property, or whether or not the owner of the vehicle lives on campus. All Linfield community members parking within the Linfield Parking District must display a current parking permit at all times.

Students are required to register their vehicles annually. There is a $85, non-refundable, annual fee for this registration. This fee is assessed at the time the vehicle is registered and will be posted to the student’s account. A single parking permit will be issued to each individual registering a vehicle. Stickers are used for student parking permits and MUST be displayed on the exterior of the vehicle, on the driver’s side of the rear window or the driver’s side of the rear bumper and readily visible. No other location is acceptable. Special arrangements can be made at the LCS office to accommodate unusual circumstances. Permits may NOT be affixed with tape or by any other temporary method.

Faculty and Staff are required to register their vehicles only once, updating as needed due to vehicle sale or purchase. There is no fee for faculty or staff permits. Rear-view mirror “hang-tags” are used for faculty and staff vehicles.

By registering your vehicle with Linfield Campus Safety, you accept responsibility for reading and abiding by all Linfield College Traffic and Parking Regulations.

Driving and Parking Regulations On Campus:

Linfield College enforces all motor vehicle laws as defined in the Oregon Revised Statutes, as applicable to campus. McMinnville Police also patrols campus streets and may assess violations of Oregon law as they see fit.

Any motor vehicle driven on Linfield property shall be operated by a legally licensed driver. The driver will have the license in their possession at all times when operating their vehicle.

Anyone operating a motor vehicle on campus shall observe speed limits, barricades, stop signs, and all other parking and traffic regulations, and shall drive in a safe and prudent manner. Drivers will comply with all lawful directions given by Linfield Campus Safety and/or McMinnville Police.

The speed limit on all campus streets is 15 MPH, unless otherwise posted.

Crosswalks must be respected. Pedestrians and bicycles have the right-of-way at all times.

No parking is allowed at any time in areas marked by yellow or red curbs, fire lanes, loading zones, crosswalks, landscaped areas, sidewalks, areas needed for truck access to trash dumpsters, or areas marked by “No Parking” signs. Neither shall these areas be used as loading zones or waiting areas, for any length of time. You may NOT stop or park your vehicle in a no-parking area for any reason, even if it is “just for a minute.”

Parking in “Reserved” parking spaces is prohibited at all times. Linfield community members may not park in visitor parking areas at any time.

Vehicles shall not be parked in loading zones at any time for any purpose other than loading and unloading, and shall not be parked for longer than 15 minutes (as posted).

Responsibility for locating a legal parking space rests with the operator of the motor vehicle. Lack of space will not be considered a valid reason for violating any Linfield parking regulation.

Handicapped Parking Information:

Handicapped parking spaces are to be used ONLY by vehicles displaying appropriate identification as described in ORS 811.602. Vehicles with handicapped permits are also required to display a Linfield parking permit.

In addition to LCS’ Parking patrol, the McMinnville Police Department patrols the Linfield Campus with regard to handicapped parking areas; the city’s fine for illegally parking in a handicapped zone IS applicable on campus and can range upwards of $400 per violation. Be aware that parking in a striped handicapped loading zone adjacent to handicapped parking space counts as a handicapped parking violation.

Overnight Parking:

Overnight parking is prohibited on Founders’ Way, Ford Drive, Library Court (the Library’s west parking lot), the Bull Music Center parking lot (other than marked spaces), Pioneer Way, the marked areas on the north end of Renshaw Avenue, and the small lot adjacent to Cook Hall. Parking overnight is also prohibited in loading zones, 15 minute parking areas, and visitor parking areas. Overnight parking violations will be issued to vehicles parked in these areas between 2 AM and 5 AM.

Visitor Parking:

LCS currently does not issue visitor parking permits, however it is best if Linfield community members notify us of visitors’ vehicles. Come to the LCS office or call 503.883.SAFE (7233) with your name and ID number, as well as the visitor’s vehicle’s license plate number, vehicle make and model, and when they will be on campus.

As long as your visitor is parked in accordance with Oregon state law and the Linfield College Traffic and Parking Regulations, there should be no problem. Your visitor may park in any regular parking space. If the visiting vehicle is issued a “Failure to Display” citation, an email confirming cancellation of the citation will be sent to you.

Other Notices:

Parking on Founder’s Way (in front of Northup, Melrose, and Riley Halls) is restricted to visitors, handicapped parking, and two 15-minute short-term parking zones.

Parking behind Dillin Hall is prohibited for students; this area is reserved for Dillin/Sodexho employees only.

No parking, except for service vehicles, is allowed in the area directly behind Newby Hall. Only authorized vehicles may park in the fenced area directly behind Cozine Hall. Special authorization is also needed to park in the area adjacent to the football field (by the concession stands). Unauthorized vehicles are subject to tow at the owner’s expense.

Any individual may register only one vehicle on campus at any time. The only exception is if a person wishes to register one motorcycle and one car or truck.

You are completely responsible for the vehicle you register with Linfield Campus Safety. Any and all violations, citations, etc., issued to your vehicle are your responsibility, no matter who was operating the vehicle at the time.

Violations, Penalties and Appeals:

Disregard of regulations render the owner and/or operator of a vehicle liable to fines and/or disciplinary actions. Citations may be delivered to the driver or an offending vehicle or mailed to the owner or person responsible for the vehicle, but in most instances will be left on the offending vehicle.

Vehicles may be towed at the owner’s risk and expense for any violation of College traffic or parking violations. Towing of a vehicle does not relieve the owner of responsibility for payment of any fines.

Citations may be appealed in writing at the LCS office IF done so within 7 calendar days after issuance of the citation. Citations may NOT be appealed after this time period, nor will they be considered at any time if submitted by telephone or email. Appeals will be considered by Linfield Campus Safety, whose decision to grant or deny is final. Failure to either file an appeal or pay a fine with 7 days will result in the fine DOUBLING and being placed on the student’s account.

Fines for citations issued to Linfield students will be charged to the student’s account. Students, faculty and staff may make a payment to their account at the Cashier’s office in Melrose Hall.

Vehicles with three or more unpaid citations within a school year may not be parked within the Linfield Parking District, and will be towed if found on College property. If a vehicle is towed, it will not be released until the owner has paid all towing and storage fees, in addition to all outstanding fines.

These regulations are subject to change and amendment as the need arises. Failure to follow these regulations may result in the loss of campus driving and/or parking privileges.

Traffic and Parking regulations are enforced 24 hours a day, 7 days a week.
