Summers’ teaching areas relate to public policy and international economic issues. Many of his publications and presentations focus on tuition and enrollment yields in higher education, tuition revenue generation and discounting, the effect of government financial aid on tuition at private colleges, and the privatization of public higher education, including its effects on resources, access and educational outcomes. He has also studied the balance between instruction and administrative expenditures in higher education.
Summers formerly served as the associate dean of faculty at Linfield College, acting in the capacity of chief budget officer for academic affairs. He has been a reviewer for the American Educational Research Association and the Association for the Study of Higher Education, and formerly served as an economic development planner in Indiana.
