CONSTITUTION
OF THE
LINFIELD COLLEGE
INTERFRATERNITY COUNCIL
(Created March 30, 1995)
PREAMBLE
We, the Interfraternity Council, being the common bond for cooperation amongst the Fraternities of Linfield College, set forth this Constitution and By-Laws in order to create closer friendship and coordination among the member fraternities.
Article I: Name
Section 1. This organization shall be known as the Interfraternity Council of
Linfield College.
Article II: Object
Section 1. The purpose of this organization shall be:
(a) To promote the interests of the College.
(b) To promote the interests of the fraternities represented.
(c) To promote cooperation between the fraternities and College
authorities.
{d) To insure cooperation among the fraternities of the campus.
(e) To discuss questions of mutual interest and to present to the
fraternities such recommendations as the Council sees fit.
(f) To promote the positive aspects of fraternity life to the Greek
system, the College, and the community.
Article III: Membership
Section l. Any men's fraternity ( using the definition of fraternity provided in
the Greek Relationship Statement) shall be eligible and encouraged
to participate in the Interfraternity Council.
Section 2. Each fraternity will be represented by their President and a
representative at large chosen by each individual fraternity.
Section 3. Each fraternity shall be entitled to two votes, to be cast by the
President and the chosen representative.
Article IV: Executive Officers
Section 1. The standing officers of the council shall be President, Vice President, Public Relations, and Financial Secretary.
Section 2. No executive officer of the Interfraternity Council may also serve as
President of their own fraternity.
Section 3. The President and Vice President of the Interfraternity Council shall
not be from the same fraternity.
Section 4. Additional executive officers may be appointed or elected as
deemed appropriate by the council.
Section 5. Elections for executive officers shall be held in the spring.
Candidates will be nominated and voted upon by the Interfraternity
Council. A majority vote will be required for all executive offices.
Article V: Meetings
Section 1. Interfraternity Council meetings shall be held on a regular basis.
Schedule permitting, the meetings will be held biweekly.
Section 2. Special meetings may be called for by the President or any
fraternity at any time.
Section 3. Notice of special meetings shall be given to the president of each
fraternity with a minimum of 24 hours notice.
Article VI: Advisor
Section 1. The Advisor to the Interfraternity Council shall be a designated representative of the Dean of Student's office.
Article VII: Mediation
Section 1. The Council will serve to mediate conflict between member
Fraternities, and to take action when necessary to promote
responsibility and to maintain a high standard for the member
fraternities.
Section 2. The Council will have the jurisdiction (as given by Linfield College)
to impose appropriate sanctions upon member fraternities, but these
sanctions will need a majority vote, which shall come after adequate
discussion of the issue.
Article VIII: Amendments
Section 1. Amendments of this constitution should follow these procedures:
A. A proposed amendment shall be ratified by a simple
majority vote of the Council on its first reading.
B. The proposed change shall then be tabled for at least one
week before a second reading.
C. The proposed change shall be ratified by a three-fourths
majority vote of the council on its second reading.
BY-LAWS OF THE
LINFIELD COLLEGE
INTERFRATERNITY COUNCIL
Article I: Quorum
Section I. A quorum shall exist with a minimum of three-fourths of all voting
members present, and a body so constituted may enact any ruling for the Council, and may transact all business which may properly
come before the Council.
Article II: Representation
Section 1. Whenever possible, the chapter presidents and representatives shall
attend all meetings. If either the president or representative are unable to attend, one substitute representative is allowed and would
have normal voting privileges.
Article III: Executive Officer Duties
Section 1. Duties of the President
A. Call all Council meetings, preferably two per month
B. Preside over all Council meetings.
C. Act as the official representative of IFC.
D. Make appointments to the various administrative roles and committees, with the approval of the Council.
E. Be responsible for the administration of policies and programs of IFC.
F. Appoint chairpersons to head up necessary committees, per approval of the Council.
G. Serve on the Council with voice, but no vote, unless to break a tie.
Section 2. Duties of the Vice President
A. Preside at all Council meeting in the temporary absence of the President, but will not be a permanent replacement if at any time the President is unable to fulfill his term of office.
B. Preside over the Constitution, By-Laws, and other documents related to the IFC.
C. Oversee the work of all committees created or approved by the Council.
D. Perform all duties assigned to him by the President.
E. Serve on the Council with voice, but no vote.
Section 3. Duties of the Public Relations officer
A. Oversee the IFC sponsorship of Fraternity Rush.
B. Oversee the IFC participation in Greek Week.
C. Promote the positive aspects and sponsored events of the IFC
and its member fraternities.
D. Keep accurate records of all promotional materials or positive
events sponsored by IPC or member fraternities.
E. Perform all duties assigned to him by the President.
F. Serve on the Council with voice, but no vote.
Section 4. Duties of the Financial Secretary
A. Take accurate minutes and keep records of all regular and
Executive Council meetings.
B. Take role at all meetings and keep attendance records.
C. Oversee all finances of the Council.
D. Create a budget to be approved by the Advisor and the Council.
E. Perform all duties assigned to him by the President.
F. Serve on the Council with voice, but no vote.
Article IV: Duties of the Members
Section 1. It shall be the duty of the member fraternities to uphold and abide by
the Constitution, By-Laws, and Rules and regulations of the
Council.
Section 2. To have a representative present at every regular and every special
meeting of the Council.
Section 3. To do all in their power to further and aid in the work of the
Council.
Article V: Rules of Order
Section 1. Robert's "Rules of Order" shall be used as a guideline to conducting all matters not specifically mentioned in the Constitution, By-Laws, or Regulations of the Council. These "Rules of Order" may be modified to fit the specific needs of the Council.
Article VI: Membership in Fraternities
Section 1. The recognized members of fraternities shall be students of Linfield College and currently enrolled.
Section 2. No students will be allowed to gain admission in to a fraternity while on Academic Probation by Linfield College.
Article VII: Absences
Section 1. The absence of any member fraternity (voting members) from any
regular or special meeting shall be punishable by a fine of ten dollars
($10.00).
Section 2. Fines assessed shall be proposed by the President and voted upon
by the Council members in attendance (Quorum does not apply).
Article VIII: Finances
Section 1. Represented fraternities shall pay IFC dues of five dollars ($5.00)
per member, to be paid at the beginning of each semester.
Section 2. All transactions involving IFC funds should be approved by the
Council, and must be approved by the President or Financial
Secretary, and the Advisor.
Article IX: Payments
Section 1. All payments will be made to the Interfraternity Council of Linfield
College.
Section 2. All payments shall be made promptly.
Section 3. Any fines assessed at a Council meeting, shall be paid no later then
the following Council meeting. Any late payments will be assigned
a five dollar ($5.00) per week charge.
Section 4. Any fraternity, after being properly notified, who has outstanding
charges for more then one month, may be placed on social probation
by the IFC until all debts are abated.
Article X: Printed By-Laws
Section 1. The Constitution and By-Laws must be printed and dated and a copy given to each member fraternity.
Article XI: Amendments
Section 1. Amendments of these By-Laws should follow these procedures
